المشروع الوطني للحل الشامل
إن مايمرُّ به العراق من مشاكل وأزمات معقدة تهدد وجوده ومصيره ومستقبله كانت نتيجة حتمية للحرب التي شنّتها أمريكا وبريطانيا وحلفاءهما على العراق وإحتلاله عام ٢٠٠٣ والتي صنّفها فقهاء القانون الدولي وشخصيات دولية عديدة من بينهم الامين العام السابق للأمم المتحدة بإنها ( حرب عدوانية ) ، بسبب إن المبررات التي سيقت لشنّها ثبت إنها غير صحيحة وملفَّقة وقد إعترف المسؤولون الأمريكان والبريطانيون أنفسهم بذلك ، كما لم يعد خافياً على أحد أضرار تلك الحرب وتداعياتها الخطيرة التي أدّتْ الى تدمير الدولة ومؤسساتها وتفتيت المجتمع ومنظوماته ، والى قتل وملاحقة واعتقال وتهجير الملايين من العراقيين وخاصة أصحاب العقول والكفاءات وكوادر الدولة وعلماؤها وخبراؤها ، تحت طائلة قوائم المطلوبين ، وقانون الاجتثاث والمسائلة والعدالة وحظر حزب البعث والمادة ( ٤ ) من قانون الاٍرهاب وقانون المخبر السري وغيرها من القوانين والقرارات والاجراءات التي صدرت بعد الاحتلال خلافا للقواعد والاعراف الدولية .
إن حزب البعث العربي الاشتراكي يرى أن المشروع الوطني الذي يحافظ على وحدة العراق وسيادته واستقلاله ، وعلى هويته العربية والاسلامية ، وينهي حالة الانقسام والصراع الديني والطائفي والعنصري ، ويلغي سياسة المحاصصة والاقصاء والاجتثاث ويشيع ثقافة العيش الآمن المشترك ، ويحقق المصالحة الوطنية الشاملة والعدالة وتكافؤ الفرص بين جميع العراقيين بمختلف انتماءاتهم ، ويشكل خارطة طريق لحل شامل وكامل ونهائي لقضية العراق ، ويعيده لممارسة دوره الانساني ومكانته العربية والدولية .
يتضمن المبادئ التالية :
أولاً :
إنهاء الاحتلال الايراني للعراق وهيمنته على العملية السياسية ، وتصفية وجود الميليشيات المسلحة ، وازالة مخلفات الاحتلال الامريكي ونتائجه ، ورفض ومقاومة كافة انواع الاحتلال والنفوذ والتدخل الاجنبي في العراق ، وذلك من خلال :
١١- تعبئة الشعب وتحشيد قواه الوطنية وتوحيد فصائل المقاومة ، وإستخدام كافة الوسائل المشروعة في التصدي للاحتلال الايراني وادواته ، على الصعيد المادي والعسكري والسياسي والاعلامي والاقتصادي وغيره .
٢٢- تأييد أية استراتيجية عربية أو دولية والمشاركة فيها ، لإنهاء الاحتلال الايراني للعراق ، ومحاربة قوى الارهاب والطائفية التي تمثلها داعش والحركات التكفيرية المتطرفة من جهة ، والميليشيات المسلحة المدعومة من ايران من جهة ثانية .
٣٣- السعي والتواصل مع الدول العربية الشقيقة لإستصدار قرار من مجلس الأمن الدولي يفرض على إيران إنهاء احتلالها للعراق والانسحاب منه بدون قيد أو شرط ، والكف عن تهديداتها وتدخلاتها في شؤون الدول العربية الاخرى .
٤٤- العمل مع الجهات الدولية ذات العلاقة لوضع الميليشيات المسلحة المرتبطة بايران وبأحزاب السلطة في العراق على قائمة المنظمات الارهابية وملاحقتها ومحاكمتها بارتكاب جرائم حرب وجرائم ضد الانسانية ، ولكونها تمثل الوجه الاخر للاٍرهاب والتي فاقت بجرائمها عن داعش والقاعدة وباتت مصدر تهديد لأمن وأستقرار الدول العربية ودول العالم .
ثانياً :
الدعوة لعقد مؤتمر وطني عراقي تحضره جميع القوى العراقية وبضمانات عربية ودولية ملزمة ، للإتفاق على تغيير العملية السياسية والبدء بمرحلة إنتقالية جديدة لمدة زمنية محددة تتضمن :
١١- تشكيل مجلس وطني مؤقت من ممثلي القوى العراقية وشرائح وفئات المجتمع المدنية والمهنية والاكاديمية وغيرها .
٢٢- تشكيل حكومة مؤقته من الكفاءات المستقلة غير المنتمية لأي حزب سياسي من أحزاب السلطة أو من الاحزاب والقوى المعارضة لها … تكون واجباتها :
أ: المباشرة بإعادة هيكلة مؤسسات الدولة التنفيذية والخدمية بما يلبي تقديم الخدمات العامة والأساسية للمواطنين ، وتحقيق عودة سريعة للنازحين والمهجرين من داخل العراق وخارجه ، وإزالة مخلفات الاحتلال ومحاربة الفساد وملاحقة الفاسدين وإرجاع الأموال المنهوبة .
ب: وضع خطة شاملة لبسط الامن ووضع حد للفوضى وحالة الأنفلات الأمني وحماية المواطنين وممتلكاتهم .
ج: تشكيل لجنة قانونية موسعة لإعادة كتابة الدستور ، بما يحافظ على وحدة وسيادة واستقلال العراق ويؤكد هويته العربية والاسلامية ، يفصل بين السلطات التشريعية والتنفيذية والقضائية ويوضح العلاقة بينها ، ويحدد طبيعة نظام الحكم والممارسة الديمقراطية والتعددية الحزبية ، وضمان الحريات العامة والخاصة للمواطنين واحترام حقوق الانسان وحقوق الأقليات ، ويضع حل نهائي لقضية كردستان العراق ، ويلغي سياسة المحاصصة والاجتثاث والاقصاء والفيدرالية والاقاليم ، ويؤسس لنظام وطني ديمقراطي تعددي يعتمد المواطنة أساساً في عملية الترشيح والانتخاب .
د: الغاء عملية الاجتثاث وما ترتب عليها من نتائج ، والغاء قانون المسائلة والعدالة وقانون حظر البعث بشكل كامل ونهائي ، وإلغاء قوائم المطلوبين التي صدرت في بداية الاحتلال والتي إستهدفت قيادة وكوادر الدولة الوطنية العراقية ، وتصفية آثار تلك القوانين التي طالت معظم شرائح وقوى المجتمع العراقي بشكل عام وليس البعثيين فقط .
هـ: إلغاء قرار حل الجيش العراقي والاجهزة الأمنية ، وإلغاء المادة ( ٤٤ ) من قانون مكافحة الارهاب والتي راح ضحيتها عشرات الآلاف من الابرياء لأسباب كيدية
و: إصدار عفو شامل ، وإطلاق سراح الأسرى والمعتقلين والمحجوزين لأسباب سياسية منذ بداية الاحتلال ولحد الان ، وفي مقدمتهم مسؤولي الدولة العراقية قبل الاحتلال من المدنيين والعسكريين الذين اعتقلتهم القوات الامريكية عام ٢٠٠٣ كأسرى حرب ولا زالوا معتقلين في سجون الحكومة العراقية ، مع ضمان حقوق المواطنين ، وعوائل الضحايا والشهداء والمفقودين بسبب الصراعات والعداوات التي تلت الاحتلال ومن خلال قضاء مستقل عادل ونزيه .
ز: تعويض المتضررين من الاحتلال ، ومن قوانين الاقصاء والاجتثاث والفصل السياسي والحظر ، والاسرى والمعتقلين والمعوقين ، وذوي الضحايا والشهداء والمفقودين بمختلف انتماءاتهم السياسية والاجتماعية والدينية والقومية ، سواءا أولئك الذين قُتلوا أو أُعتقلوا من قبل قوات الاحتلال الامريكي والايراني أو من قبل الحكومات المتتالية واحزابها وميليشياتها واجهزتها المختصة .
ح : بناء القوات المسلحة والأجهزة الأمنية وفق قوانين وأنظمة وتقاليد عمل وطنية ، وحل الميليشيات المسلحة وحصر السلاح بيد الجيش والاجهزة الأمنية بِمَا يساهم في تحقيق السلام والأمن والاستقرار .
ط : بإنقضاء الفترة الانتقالية يتم إنتخاب رئيساً للجمهورية إنتخاباً حراً مباشراً من قبل الشعب ، وإجراء إنتخابات محلية وبرلمانية بمشاركة جميع الأحزاب والقوى العراقية دون استثناء وفقاً للدستور وقوانين جديدة للاحزاب والانتخابات .
ثالثاً :
النظام السياسي والإداري :
يتم بناء نظام سياسي واداري حديث وفق الأسس التالية :
١١- يتمتع بالحيوية والمرونة والكفاءة ويعتمد معايير عصرية حديثة في تقييم الأداء ، واعتماد التقسيمات الإدارية التي تأسست عليها الدولة العراقية الحديثة وتطويرها واستحداث محافظات ومدن أخرى ، بعيدا عن النزعات والتقسيمات الدينية والطائفية والقومية والمناطقية ، وبما يضمن المحافظة على وحدة العراق الوطنية ، ويحقق حالة من التوازن بين فئات وشرائح المجتمع ، ويضمن التوزيع العادل للثروات وتنظيم الواجبات وتحديد الحقوق بين أبناء الشعب .
٢٢- يستفيد من تجارب الدول المتقدمة في مجال هيكلة مؤسسات الدولة وفي توزيع الصلاحيات والمسؤوليات بين الحكومة المركزية والمحافظات ويراعي الخصوصية والتجربة الوطنية العراقية في هذا المجال .
٣٣- يفصل بشكل تام بين الدين والسياسة ويعالج المشاكل والصراعات والاختلافات في هذا المجال والتي سبّبها الاحتلال ، وفقاً للدستور والقوانين المدنية .
٤٤- يتعامل مع المؤسسة الدينية في العراق بطريقة متوازنة بما يضمن إحترام كافة الاديان والمذاهب والطوائف والمعتقدات ، ويضمن حرية الفرد في ممارسة طقوسه الدينية وفي اختياراته وانتماءاته المذهبية ، وبما لايخل بأمن الدولة والمجتمع . وتشكيل ( مجلس أعلى للاديان ) ، في العراق يضم ممثلين من كافة الأديان والطوائف والمذاهب ينسق المواقف فيما بينها ، ويحدد الممارسات ويطبّع العلاقات بين الأديان والطوائف وفق قانون خاص يشرع لهذا الغرض .
٥٥- يهييء الاجواء لتحقيق أوسع وأشمل مصالحة وطنية حقيقية بين فئات الشعب وفي مختلف المناطق والمحافظات ويزيل التوترات والاصطفافات الطائفية والعداوات التي تولدت أثناء الاحتلال الامريكي والايراني للعراق وبسببه .
رابعاً :
بناء وإعمار العراق :
تعتبر عملية بناء العراق وإعماره من الأعمدة الرئيسية لأي مشروع وطني للحل وذلك بسبب ماتعرض له العراق من تدمير هائل في دولته ومؤسساته الاجتماعية والاقتصادية ، وبناه التحتية ومنظوماته الوطنية ، لذا فإن مشاركة الدول المتقدمة في بناء العراق وباحدث مايمكن من التقنيات في مجال إعمار البنى التحتية والفوقية ، يعتبر حجر الزاوية لنجاح وقبول أي مشروع وطني من قبل الشعب .
على أن تتم عملية البناء بإلاعتماد على الاستثمار الأمثل لثروات العراق المختلفة وخاصة النفطية وفق مبدأ ( النفط مقابل البناء والإعمار ) ، ويكون الأساس في ذلك هو أن تقوم كل دولة من الدول المتقدمة وشركاتها المتخصصة ببناء محافظة من محافظات العراق بإشراف وقيادة حكومة العراق الوطنية ، ووفق اتفاقيات تفصيلية يتم الاتفاق عليها بين العراق وهذه الدول ، بما في ذلك تشغيل وتدريب وتأهيل الكوادر العراقية من مختلف المهن والأعمال والاختصاصات لتتولى هذه الكوادر قيادة مؤسسات الدولة العراقية وصيانتها بعد انتهاء عملية البناء من قبل هذه الدول وشركاتها .
