تنسيقية المهنيين والنقابات السودانية

أصدرت تنسيقية المهنيين والنقابات السودانية بيانا صباح اليوم الثلاثاء 22 يوليو الجاري عبرت فيه عن أن نقابات السودان “خط أحمر” تحصلت “الهدف” على نسخة من نص البيان:

نقابات السودان خطٌ أحمر

▪️عقدت اللجنة المكلّفة من قِبل المكتب التنفيذي لتنسيقية المهنيين والنقابات السودانية اجتماعًا طارئًا بمشاركة واسعة من ممثلي التنظيمات النقابية المنضوية تحت لواء التنسيقية، وذلك للتداول حول التطورات الخطيرة المتمثلة في إقدام سلطات الأمر الواقع بمدينة بورتسودان على إصدار شهادة رسمية تقضي بحل المكتب التنفيذي للاتحاد العام لنقابات عمال السودان المنتهية دورته، وإعادة تشكيل لجنة تمهيدية من ذات عضوية المكتب التنفيذي المحلول، دون أي سند قانوني أو تفويض من القواعد النقابية المنضوية تحت الاتحاد والنقابات العامة المكونة له.

▪️تأتي هذه الخطوة في سياق مساعٍ ممنهجة للاستيلاء على أموال وممتلكات العمال، وتوظيفها في تمويل المجهود الحربي، بدلًا من تخصيصها لدعم العمال ومواجهة الظروف الاستثنائية من انهيار اقتصادي حاد، وانعدام الأمن الغذائي، وتدهور شروط العمل والمعيشة. كما تسعى السلطات، من خلال هذا الإجراء، إلى فرض السيطرة السياسية على قرار الاتحاد، عبر تمكين عناصر موالية لتنظيم الحركة الإسلامية والمؤتمر الوطني المحلول بأمر الثورة، في محاولة لإحياء أدوات النظام السابق تحت غطاء نقابي زائف.

▪️وقد تم اعتماد هذه الخطوة بواسطة مسجّل عام تنظيمات العمل، في تجاوز سافر لصلاحياته، وانتهاك صريح للدستور والقانون الوطني والاتفاقيات الدولية ذات الصلة.

▪️وبعد مداولات مستفيضة، خلص الاجتماع إلى ما يلي:

1. الرفض القاطع والمبدئي لهذا القرار الباطل، الذي يشكّل سابقة خطيرة في إعادة إنتاج كيانات نقابية زائفة تفتقر لأي شرعية ديمقراطية، ويُعد انتهاكًا صارخًا للحق في التنظيم النقابي الحر، الذي تكفله اتفاقية العمل الدولية رقم (87) بشأن الحرية النقابية وحماية الحق في التنظيم. وتُعد هذه الاتفاقية، التي صادق عليها السودان، جزءًا لا يتجزأ من النظام القانوني الداخلي، بموجب المادة (27/3) من الوثيقة الدستورية الانتقالية (قبل انقلاب 25 أكتوبر 2021).

2. التأكيد على الطبيعة التعاقدية والديمقراطية للنقابات، باعتبارها كيانات جماهيرية مستقلة تستمد شرعيتها حصريًا من قواعدها النقابية، ولا يجوز – بأي حال من الأحوال – لأي سلطة إدارية أو سياسية التدخل في شؤونها الداخلية أو فرض وصاية عليها. ويُعد هذا التدخل انتهاكًا فادحًا للمواثيق الدولية، وعلى رأسها اتفاقيات منظمة العمل الدولية، فضلًا عن مخالفته الصريحة للقوانين الوطنية الحاكمة للعمل النقابي.

3. إقرار خطة تصعيدية شاملة لمناهضة هذا الاعتداء السافر على حرية واستقلال التنظيم النقابي، تشمل:

▪️المسار القانوني: الشروع في اتخاذ كافة الإجراءات القانونية اللازمة للطعن في القرار الجائر، وبيان مخالفته الصريحة للمعايير القانونية والدستورية، مع رفع دعاوى أمام الجهات القضائية المختصة، محليًا وإقليميًا.

▪️المسار النقابي والإعلامي: تعبئة القواعد العمالية والنقابية، وتنظيم حملات توعية مكثفة حول خطورة هذه الخطوة، وتكثيف الجهود الإعلامية لكشف أهدافها السياسية والاقتصادية، وفضح تبعاتها المدمّرة على استقلال الحركة النقابية، على المستويين المحلي والدولي، بالتنسيق مع المنظمات النقابية الإقليمية والدولية.

▪️وإذ تُدين تنسيقية المهنيين والنقابات السودانية بأشد العبارات هذا القرار غير المشروع، فإنها تعتبره امتدادًا لنهج سلطات الأمر الواقع في قمع الفضاء المدني، والهيمنة على مؤسسات العمل النقابي. وتؤكد التنسيقية التزامها الكامل بالتصدي لهذه الهجمة بجميع الوسائل السلمية والقانونية، دفاعًا عن وحدة واستقلال النقابات السودانية، وضمانًا لحق العمال في التنظيم الحر والديمقراطي.

Sudanese Professionals and Syndicates Coordination
Press Statement
No Compromise on the Independence of Sudan’s Trade Unions

On Saturday, July 20, 2025, the committee appointed by the Executive Office of the Sudanese Professionals and Syndicates Coordination held an emergency meeting with wide participation from representatives of affiliated trade unions. The meeting was convened to address the serious implications of a recent decision by the de facto authorities in Port Sudan, which issued an official certificate unlawfully dissolving the Executive Office of the Sudanese Workers’ Trade Union Federation (whose term had already ended) and reinstating it as a preparatory committee comprised of the same members. This move was made without any legal basis or endorsement from the federation’s grassroots or its constituent unions.

This action represents a deliberate attempt to appropriate workers’ resources and divert them to fund the war effort, rather than using them to support workers amid a deepening economic crisis, widespread food insecurity, and the collapse of working and living conditions. Moreover, it reflects a broader effort by the authorities to tighten political control over union institutions by reintroducing individuals affiliated with the Islamic Movement and the defunct National Congress Party—disbanded by the revolution—under the guise of a counterfeit union structure.

The decision was endorsed by the Registrar General of Labor Organizations, in an egregious overreach of authority and a direct violation of the Constitution, national laws, and binding international labor conventions.

Following comprehensive deliberations, the meeting concluded the following:
1. Categorical rejection of this unlawful decision, which sets a dangerous precedent by reviving undemocratic, illegitimate union bodies. The action is a clear and serious breach of the right to freedom of association, enshrined in ILO Convention No. 87 on Freedom of Association and Protection of the Right to Organize. Sudan’s ratification of this convention binds it as part of national law under Article 27(3) of the Transitional Constitutional Document (prior to the October 25, 2021 coup).
2. Affirmation of the democratic and contractual essence of trade unions, which are autonomous mass organizations whose legitimacy stems solely from their members. Any interference—by administrative or political authorities—in their internal affairs or governance constitutes a serious violation of international standards, especially ILO conventions, and contradicts national legislation governing union operations.
3. Endorsement of a comprehensive escalation strategy to resist this grave attack on trade union freedom and independence, including:
• Legal action: Initiating all necessary judicial measures to challenge this arbitrary decision, highlighting its violation of constitutional and legal norms, and bringing cases before relevant courts at the national and regional levels.
• Union and media mobilization: Raising awareness among workers and union members about the dangers of this move and intensifying media efforts to uncover its political and economic motivations. The Coordination will also work to expose the severe consequences this decision poses for the independence of the labor movement, both nationally and internationally, in collaboration with regional and international trade union organizations.

The Sudanese Professionals and Syndicates Coordination unequivocally condemns this illegitimate decision. It sees it as part of a larger pattern by the de facto authorities aimed at suppressing civic space and tightening authoritarian control over labor institutions. The Coordination remains firmly committed to confronting this assault through peaceful and legal means, in defense of the unity and independence of Sudanese trade unions and the fundamental right of workers to organize freely and democratically.
